He got the Captain Universe powers but at a limited amount, so he couldn’t do all of the things CU can normally do. He didn’t get the full powerset until the Tri-Sentinel attacked.
I remember enjoying these cosmic powers issues at the time. That and Acts of Vengeance. I wonder how they would hold up to me now? If I remember correctly, he got the cosmic powers, but still used them street level rather than to do cosmic things.
