It’s possible that in true Marvel fashion of old, the issue was written with heavy collaboration of the penciler, hence the different titles. Both scripter and penciler would be the writers of the issue.

I didn’t notice there’s only one credit until I zoomed in and saw Stan Lee was just listed as “presents” (thought he was a credited as “writer” and Mantlo was “scripter”).
Here we can assume “scripter” means writer, but yes, normally it would just be writer. Clumsy labeling… anyway…
Usually when I see someone credited as “scripter” there is someone else listed as “writer” or “plotter”. Like someone came up with the idea, but someone else wrote the actual story/dialogue.
Usually when only one story credit is listed it’s usually “writer”.

My guess is “writer” means plotter here, and “scripter” is doing the dialogue.
