This Goblin is Harry, and Harry didn’t get Goblin powers until the JMD run in Spec years later, so here he doesn’t have any powers, he’s just a normal guy wearing the costume and using the weapons. So how can he be faster than Norman?
Now that I think about it, when was it established that Norman had super strength/speed/etc? I thought that in the Lee/Ditko/Romita issues it never said that his punches were any stronger than a normal person – that he was just a normal (crazy) guy in a costume. When was it established the the Goblin formula gave him super powers?
