Apparently it was another book – Universe X: Spidey. And he was saying “good riddance” to Bob Harras who had been replaced at Marvel by Quesada. And the editors did catch and remove the message, but a coloring issue accidentally put the old panels back in.

From what I’ve heard editorial wasn’t paying close enough attention to Milgrom on this book. Didn’t he get fired because he snuck a secret message in a panel of a book shelf – the titles of the books all put together made an insulting phrase against another Marvel employee, or something like that? It got past the editor and no one caught it.
Ha well looks like editorial missed this one. And this was back in the day when editors actually did their jobs lol!
