I think I remember that story. It explains a lot.
I believe the reason for the backup stories in the Spider-Man book was mentioned in the letter columns. If I remember correctly Erik Larsen’s house burned down at this time so he wasn’t able to draw a full monthly book in time. I remember reading somewhere that the story was originally going to be something like 4 parts, but they ended up making it longer to fit in the crappy backups to fill issues.
