Though I am curious why he would be working for such loonies as Black Spider and Harry (was that a spoiler???)

screwed over the Black Spider,
so it's safe to say there's a lot going on here you don't know yet.

Was he the one who
gave Black Spider the idea to do the blood transfusion in the first place?

Not necessarily the initial idea, but he certainly lied about its potential effectiveness. And then stole a vial and let Peter loose...
